2 February 2009 RACES/ARES Organizational Meeting

Ron Kimmel (AK9E) opened the meeting at 1935.   Present were Kevin Maki, John Simmons, Kathy Simmons, Chuck Parker, Geoffrey (Jeff)
Morse, Ruth Kimmel, and Ron Kimmel.

Joannie Bjorge from Wahkiakum County Sheriff Department (WCSO) was introduced as representative of the county.  She thanked
everyone present for volunteering his or her assistance.  During emergencies communication can be a big problem and help from the
local HAM community is appreciated.  County can offer some support but little in the way of financial assistance.  Let the county know
what is needed.

Jeff stated that Pacific County Radio Club (PCRC) offered to assist the group as we organize.  Jeff will provide a web site for the group.

Training for operations was discussed… Beach Net is available on Wednesday at 2000 the Cathlamet node is 147.020.  Jeff offered to be
net control.  We need to train assistant net control to serve as back up.  

John Simmons has held position of ARES Emergency Coordinator (EC) for a number of years.  His current work in Warrenton makes it
necessary to hand position over to others.  Letter of resignation will be sent.  John recommended that group consider the need for a non-
static communication center, the need for training, and the opportunity to interest youth in amateur radio as a community service.

John suggested that group look at NASA – WorldWin on the web – in order to get a large topographic of county.  This map overlay could
be a great assistance during an emergency.

Everyone filled out applications for county ID card and pictures were taken for these cards.  Kevin and Chuck took additional applications
– for others that were unable to attend this meeting but are interested in forming an Amateur Radio Club.

Next meeting will be in March – Kevin Maki offered to set up meeting place somewhere in the west end of the county.   Meeting

3 March 2009 Wahkiakum RACES/ARES Meeting

Meeting was held at Wahkiakum County Fire District #3, Raistakka Fire Hall In attendance were Kevin Maki KE7WFO, Mike Phelps KE7DOV,
Ron Kimmel AK9E, Ruth Kimmel W7RAK, Geoffrey Morse K7GA, Dave Kelley N7YBZ, and Frank Wolfe NM7R, a guest from Pacific County
ARES/RACES.

Meeting was called to order at 1930.

Ron reported that Wahkiakum PUD #1 has agreed to provide and install a 40-foot pole for antennas at the EOC.  Ron showed everyone the
planned positioning of 2 meter, 6 meter and Combo 146/220/440 antennas.  PUD will bring wires down the pole to a box that we provide.  
There was a discussion on best manner to bring wires into the EOC and need to plan for future radio developments.

Jeff reported that County owned radio inventory is now in the possession of ARES/RACES
(LISTED BELOW).  Discussion on need for the
220 radio – Frank informed us that this will probably be used to access Camp Murray in an emergency.

Ron reported that Sheriff is happy with the group’s progress.  There was discussion of sites for West end EOC auxiliary location.  Kevin
reported that Fire Chief Gene Strong was very supportive of ARES/RACES efforts – fire station was possible.  Also, it was suggested that
we contact the owner of Wahkiakum West where there is a tower for antennas, auxiliary power, and internet access, as a possible site.

Jeff reported that he is making progress with Packet and VHF/UHF – this includes a packet Node/digipeater on Nicolai, a packet mailbox in
Cathlamet and an already running RMS node in Cathlamet (k7GA-10 on 145.63) to access the Internet E-mail system using HAM radio.  His 6
Meter repeater is now working (in his garage) and once an ID'er circuit is installed and modification done to the power supply to adapt it
to automatic emergency battery power, it will be placed back on Nicolai Mountain where it should provide great coverage in the general
area.

Frank reported the greatest need for our group is for more licensed radio operators. He offered to teach a class for 10 or more
interested people and to provide for licensing test to be given.  There was discussion on how to publicize this need, e.g. Fair, schools,
Boy/Girl Scouts.

There was motion by Jeff with Second by Dave that the time of Beach Net be changed to every Wednesday at 1900 (7PM) effective the
18th of March 2009. Vote was unanimous.

Next meeting will be April 8, 2009 at 1900 (7PM) at the EOC.

7 April 2009 Wahkiakum RACES/ARES Meeting

Meeting was held at River Street Meeting Room, Cathlamet.  Ron Kimmel AK9E, Ruth Kimmel W7RAK, and Geoffrey Morse K7GA attended.

Meeting was called to order at 1900.

Ron reported that Wahkiakum PUD #1 would like to have the electrical stub-outs located before setting the antenna pole.  After stub-outs
are located, the pole would be set and at a later date the PUD would set antennas.  There was discussion of process for acceptance of
donations by Sheriff for the exclusive benefit of ARES/RACES to cover cost of an antenna and needed wire.

Jeff reported that he continues to make progress with the 6-meter repeater to be re-installed on Nicolai.  He has received the CAT200B
repeater controller and is close to having the repeater modified and back in operation.

Jeff has installed a Near Vertical Incident Signal (NVIS) antenna at his house (low inverted vee).  This resulted in outstanding reception
on 75 meters and he was able to check into the 75 meter Oregon Emergency Net with a much better signal report than when using the
ground plane.

Ron has contacted the Chamber of Commerce about setting up booth on Main Street during Bald Eagle Days.  We will be able to set up
next to the Hanigan Building with the Wahkiakum County Search and Rescue (SAR) group.  Ron will be talking with The Chamber about
other assistance we might be able to provide during Bald Eagle Days.

Wahkiakum Emergency Net is Wednesday at 7PM (1900).

5 MAY 2009 Wahkiakum RACES/ARES Meeting

Meeting was held at Wahkiakum County Fire District #3, Raistakka Fire Hall. In attendance were Kevin Maki KE7WFO (10), Ron Kimmel
AK9E (54), Ruth Kimmel W7RAK, Geoffrey Morse K7GA (54), Dave Kelley N7YBZ, and Don Smith N7WRB (25).  Meeting was called to order at
1909.

Jeff reported about meeting with Bald Eagle Days Planning Committee.  This community event will take place on Saturday 18th July 2009.  
Due to their history of consistently poor communications, we have been requested to provide communication support for the parade this
year. Initial planning calls for a base radio set up at the podium located at the pharmacy parking lot on Main Street and portable/mobile
radios at the high school staging area and along Columbia Street between the top of the hill and the intersection at Main. Prior to the
event we will be testing for radio dead spots along the parade route to verify if additional people are required and/or different frequency
schemes. The parade is expected to last about one hour and will have more cars and floats than in previous years.  At the present time
only animals that might participate would be horses and their riders.   Jeff will get a RACES training mission number to cover our
preparations and participation during the event.

Jeff announced that in the future our training meetings would have a RACES mission number to facilitate record keeping and provide
coverage for members.

There was a discussion about the importance of the radio operator in providing clear and concise communication in order to be the most
effective.  Equipment can be impressive but the operator makes the difference.  We all need to be “on the same page”; talking and
writing the same language.  Our group will normally use the standard ARRL Radiogram form and procedures for formal written message
exchange.  While this format may not be perfect for all applications, it serves as a baseline that can be readily adapted for use within a
specific served agency. Later training sessions will cover how we would handle those instances where other methods might be used, i.e.
informal verbal messages (where delay would cause death or injury) and/or directed requests from a served agency to forms they are
familiar with.   Jeff distributed copies of ARRL Radiogram formats and procedures for individual study.  Moreover, everyone should
continue to practice the phonetic alphabet until it is automatic.  The phonetic alphabet is posted on

Kevin announced a licensing class, put on by the Pacific County Amateur Radio Club (PARC) is scheduled on May 9, 16, 23 (three
consecutive Saturdays) at the Naselle Fire Hall, just SE of the SR4/401 junction near the High School.  This class is FREE; however there is
a $15 fee to take the exam and the recommended textbook is about $20.  The Licensing Exam (all classes) will take place at 1500 (3 PM) on
May 23 at the Naselle Fire Hall.  It is not required that one attend the provided class to take to exam.  A complete description and contact
info is posted on

Don Smith told the group that Wauna has purchased HAM radio equipment to provide a life safety capability for the mill during emergency
but that it has not been installed yet.  He will check on the status and if they require our assistance/support.

Ron reported that on Thursday or Friday he will dig to find the EOC cable-run stub outs. Once they are located and the job cleared by the
Building Inspector, the PUD can then install the antenna pole at that location adjacent to the Emergency Generator.  Once the pole is
installed, measurements can be made for needed coax and conduit to have on hand when antennas are attached at a later date.  The plan
is to have the first initial complete station setup completed and operational at the main (primary) EOC.  We are discussing methods and
locations for additional installations in other locations throughout the county as we acquire further equipment.

Ron has the latest listing for designated county shelters.  We will be working to develop a form and/or chart showing these locations and
conducting a study to determine communication planning, needs and equipment requirements (antennas and coax in place vs. complete
stations, etc).

courthouse in Cathlamet.

2 June 2009 Meeting of Wahkiakum ARES/RACES

Meeting was held at River Street Meeting Room, Cathlamet.  Ron Kimmel AK9E (5), Ruth Kimmel W7RAK (5), Geoffrey Morse K7GA (5), and
Kevin Maki KE7WFO (54) were present at the meeting.

Jeff called the meeting to order at 1900.

Ron asked Kevin to invite Gene Strong to attend our next meeting or to arrange a meeting for Ron and Jeff to meet with Gene at some
convenient time in regard to antenna installation in Clatsop County.

Jeff reported that he attended another meeting of the Bald Eagle Days Committee.  We will be providing communication for the parade.  It
is necessary that everyone participating have a vest/hat to identify his/her function. Total number of people and their positioning will be
determined after radio signal strength testing later this month.  Current plan is to have three people working the route with base located
at the reviewing stand in Pharmacy parking lot. Base will be an IC-706 with headset and mike with foam covering.   After the parade this
equipment will be moved to our information position that will be shared with the Search and Rescue group near the courthouse.  We want
to interest others in the value and fun of amateur radio and will demonstrate radio use and offer those interested the opportunity to send
an email over radio.

Jon Dearmore, Undersheriff of Wahkiakum County will provide base with a public service radio.  This will allow us to communicate with
the dispatch center if citizen has need of assistance, which is our secondary task during the event.

There was discussion concerning KM repeater location and who owns/installed surveillance camera and locks on building.  

Ron reported that the EOC antenna pole and three antennas would be installed shortly.  Next project will be to locate and equip an
emergency station on the west side of the county.

Jeff appointed Kevin as Assistant EC of our ARES group.  He explained that he is processing the paperwork necessary to get a yearly
mission number for our meetings.  ARRL insurance then covers members; it is necessary that everyone have a picture ARES ID

SEAPAC is June 6 & 7 Seaside OR.  Jeff, Ron, Kevin and Mike plan to attend.  They hope to get plans for portable radio cabinet to build for
the EOC, as well as other items of interest.

ARRL Numbered Radiograms were explained.  With handout the group went over the procedure for use – these can be used in
emergency to keep radio traffic to a minimum and still provide clarity and correctness.

Wahkiakum Emergency Net is Wednesday at 7PM (1900). Jeff requested Kevin to ask Mike to be net control for the net on 3 June.

14 July 2009 Meeting of Wahkiakum ARES/RACES

Meeting was held at Wahkiakum County Fire District #3, Raistakka Fire Hall In attendance were Kevin Maki kE7WFU (10), Mike Phelps
KE7DOV (10), Ron Kimmel AK9E (54), Ruth Kimmel W7RAK, Geoffrey Morse K7GA.  Also attending were guests Gene Strong, Clatsop
County OR - DEM & Chief FD #3, and Frank Wolfe NM7R (85), a guest from Pacific County ARES/RACES.  Meeting was called to order at 1909.

Geoff reported on the progress our group has made in preparing for emergency communication.  There was discussion about the
necessity of an East/West link within our county and the possibility of using the Raistakka Fire Hall as the west site.

Chief Strong agreed that the fire hall was an ideal location.  Additional meeting room area was planned in the near future and the site
already has a complete kitchen, bath, and shower available.  There are 5 computers on site, underground Internet connection with
Wahkiakum West and internal wireless connection.   He suggested other sites to consider since they are currently community-meeting
places would be the Rosburg School and the Methodist Church in Skamokawa.  The Grays River Fire Hall could be future possibility once
it is rebuilt above flood plain.

There was discussion of repeater location and problems.  Gene Strong reported that Clatsop is in process of changing their Nicolai
repeater to Wickiup for better coverage into the Astoria area.  The Nicolai site is problematic with difficulties with Western OR Power.  
There is possibility we could move our repeaters, if desired.

Gene Strong said that he might be able to provide our group with some hand held radios.  Also, he suggested the group seriously
consider investigating the availability of a CERT grant from Homeland Security for HAM radio equipment – 2 meter, 220, 440 & 6 meter.  
Use of Packet and Pactor communication was discussed as an additional planned mode.

Geoff showed everyone name tags and vests that will be worn when providing emergency communication.  Bald Eagle Days are this
coming weekend July 18 & 19.  Three or four people will be positioned on parade route and reviewing area.  After parade we hope to
interest additional folks in the value and fun of amateur radio, as well as, the community service that can be provided.

Meeting adjourned at 2010.   After the meeting Chief Strong conducted a tour of the Fire Hall and showed us where radios could be set
up.

4 August 2009 Meeting of Wahkiakum ARES/RACES

Meeting was held at Commissioners Meeting Room, Cathlamet.  Ron Kimmel AK9E (10), Ruth Kimmel W7RAK, Dave Kelley W7DWK (5), and
Geoffrey Morse K7GA (5) attended.

Meeting was called to order at 1910.

Dave Kelley reported that he has a new call sign W7DWK and email address wahkaw@hotmail.com.  Congratulations to Dave on his new
call.

A Post Bald Eagle Day review:
·        All went well and Chamber members were delighted to have communication between the start of parade and the reviewing stand
·        Push-up mast works well for our antennas
·        The repeater was a good back up – simplex worked well for this exercise
·        There were no emergencies but we had communication capability with the dispatch

There was a discussion about purchasing a mast and bungee cords for use at future events.  Also, considered was a portable generator
and what we might look for.

Ron reported that trees within about 150 feet of KM antenna have been cut.  There are no trees that can fall on building and no trees
block reception area.  There was discussion of security for the site.

Geoff is making nametags for our members to wear on vests during training and events.  He is also making warning signs for KM and
Nicolai repeater sites.

There was discussion concerning the Long Board Event that Chamber of Commerce is sponsoring the weekend of August 29 2009 in
Cathlamet.  We have been asked to provide communication.  Geoff will contact the Chamber for clarification of communication needs.

Geoff reported that due to reduced participation and redundancy the Wahkiakum Emergency Net has been cancelled.  Members are
encouraged to check into other local emergency nets: Cowlitz County on Mondays at 2000 (8 PM) on 147.26, Pacific County Net is
Thursdays at 1930 (7:30 PM) on the Beachnet frequencies, and Clatsop County Net is Mondays at 1900 (7 PM) on the 146.66 Astoria
repeater that will be linked to Beachnet for the duration of the net.

Next meeting is tentatively set for September on the West side.  Time and Place will sent to everyone

3 November 2009 Meeting of Wahkiakum ARES/RACES

Meeting was held at River Street Meeting Room, Cathlamet.  Ron Kimmel AK9E (10), Ruth Kimmel W7RAK, and Geoffrey Morse K7GA (5)
attended.  Invited guests attending were Dave Ross N7EPI, Vernon Barton from WCSO, Rob Stockhouse N7JBW, Steve Sharp KE7EJH, Karl
Moody KE7SKA and Will Kolditz N7TSM.  

Meeting was called to order at 1905.

Jeff welcomed guests and gave a brief historical review of the Wahkiakum Amateur Radio Group (WARC) since its founding in February
2009.  He also discussed at length the reason Wahkiakum County was strategic in emergency HAM radio as a link between our larger and
more populous neighbors through the Beach Net.   This is a network of repeaters located in SW Washington and NW Oregon where a
communication sent over one repeater frequency is broadcast over all 18 repeaters.  

WARC (AK9E) this year built cabinet to hold county owned HAM radio equipment, PUD installed pole and antennae at River Street Building
and WARC members installed coax cable from antenna and radios in EOC.  Radios have been tested and communication through to Camp
Murray affirmed.

Future plans included applying for grant for additional equipment to expand capability in EOC and hopefully to have a comparable radio
capability at District #3 Riattska Station.  We want to familiarize everyone with the use of WinLink, RSM packet that allows HAM radio
operators to send and to receive email messages over the internet. Jeff demonstrated using RSM packet to send email.  

There was a discussion about the number of additional persons in the community that might be interested in becoming HAMs.  There are
sample tests online for study purposes and if interest is sufficient a class could be held locally.  This is a continuing program.

The local 2-meter frequency is 147.020 and the Nicolai digipeater frequency is 145.63 (k7ga-9, alias NICOLI).  There is also on 145.63 the
local RMS Packet station (k7ga-10) and a local mailbox (k7ga-1) that is set up for third party messages.  WARC, Beach Net and packet
information is available online at www.K7GA.com and www.wahkiakumradio.org .

Vernon reported that DSL through CenturyTel and a microwave link through Cascade is wired into the EOC.

Jeff thanked everyone for attending and invited all to become a part of the group.  Guests had pictures taken for ID cards to be issued
after RACES/ARES application is received.

1 December 2009 Meeting of Wahkiakum Amateur Radio
Group (ARES/RACES)

Meeting was held at River Street Meeting Room, Cathlamet.  Geoffrey Morse K7GA (5), Dave Kelley W7DEK, Kevin Maki KE7WFO, and
guests Rob Stockhouse N7JBW and David Ross N7EPI attended.    

Meeting was called to order at 1900.

Geoff welcomed everyone and discussed the storm that passed through our area and how it affected the County.  Fortunately the trees,
debris, temporary loss of power and flooding were minimal and taken care of rapidly by County services.  We held a what-if scenario
workup, went over proper radio procedure, phonetic alphabet and ARRL Radiogram usage.  Plastic phonetic alphabet placards were
passed out as well as Radiogram instructions.

A round table discussion brought out a number of items that need attention before the onset of the winter seasonal weather:
  • The need to establish the locations of previously established Wahkiakum County Shelters
  • Determine if these Shelters are still in effect and if so, are they (and should they) be Red Cross registered
  • Determine if a secure listing  can be generated of persons in the County that would require immediate and/or rapid assistance due
    to their dependence on oxygen, meds, physical needs, etc. in the event of power failure and/or isolation due to flooding or blocked
    roads.  

Geoff announced that the NICOLAI repeater (444.500) antenna tower now has an additional section installed, mainly to vertically separate
the main repeater antenna from the link antenna as much as possible to alleviate interference to the link.  The link transceiver is still
unfortunately not working, so for the meantime NICOLAI and KM are running linked together and independent of the BEACHNET system.  
This problem should be resolved within the next few weeks, weather willing.  The maintenance team included Geoff K7GA, Glen K7YFP,
Frank NM7R and Ed K7WAT.

The Packet NICOLI KA-NODE on 145.63 is now up and running as well and utilizes the main repeater antenna (two-band) via a duplexer.  
This NODE and DIGIPEATER at 3007 feet provides wide area coverage to most any packet user in western Oregon and Washington via
other nodes, links, RMS and cross connects.  

Rob N7JBW and Dave N7EPI turned in their ARES registration forms for membership application during the meeting.  Karl Moody KE7SKN
mailed his application in last week.  That means we have THREE NEW MEMBERS so far!

We thank all for attending and welcome the three new members to the WAHKIAKUM AMATEUR RADIO GROUP.  The initiation ceremony will
be held at a yet undetermined date on a yet undetermined sand bar in the middle of the Columbia River (just kidding).

25 February 2010 Emergency Meeting of Wahkiakum
Amateur Radio Group (WARG)

Meeting was held at the Kimmel residence. In attendance were Dave Ross N7EPI, Ron Kimmel AK9E, Ruth Kimmel W7RAK, and Rob
Stockhouse N7JBW.  Meeting was called to order at 1910.

Ron called this meeting to discuss the upcoming emergency drills - Local Fire Department drill on Saturday March 13 and FEMA Region 4
Drill on June 10 which will be staged in either Wahkiakum or Cowlitz county.

A discussion was held on the locations HAMS might be assigned to provide communications - EOC, Schools, Shelters, other gathering
places, Tugs & Barges on the river, Fire stations with no emergency power, Sheriff's Office, equipment staging areas, Red Cross facilities,
Public Health facilities, mass casualty triage point.

Areas where available HAMs could be of service in teams of two were discussed.  Some possibilities - building or other damage
assessments, provide packet communications for names and lists, check for possible problem areas e.g. landslides, debris on roadway,
flooding.  In discussing preparing for an emergency it was noted that FIRST one's family should be cared for.  

For members of the WARG the question to be answered is: What frequency to use & where to check in... do we develop a call list or a
procedure to be used.  Ron said that Washington Emergency Management Division will be offering the  Post-Earthquake Safety
Evaluation of Buildings (ATC 20) and Rapid Visual Screening of Buildings (FEMA 154) course in Aberdeen March 26 - see or email Ron for
more information.

Dave and Rob both agreed that they were interested in becoming Emergency Workers for Wahkiakum County with the security check that
is required.  Forms were not available but will be sent at a later date.  There was a discussion of basic training available online from FEMA
